Stephanie Carlton, appointed by President Trump to be CMS Deputy Administrator and Chief of Staff, is a health care leader with unique experience across the dimensions of the U.S. health care economy—business, policy, higher education, and clinical. As Acting CMS Administrator until Dr. Mehmet Oz was confirmed by the Senate, Stephanie led the Agency through the early days of working with DOGE, implementing Executive Orders, and running the $1.7T organization.

When a Partner at McKinsey & Company, Carlton was a leader in McKinsey's SHaPE Practice with a deep focus on innovation and strategy and led McKinsey’s Center for US Health System Reform. She also co-founded a place-based transformation with 20 community leaders in Texas to improve holistic health outcomes. Prior to McKinsey, she led Medicare Advantage and Medicaid issues on the US Senate Finance Committee (Republican staff) and worked as a labor & delivery nurse at Georgetown University Hospital. Carlton has guest lectured at the University of Pennsylvania Wharton School, served as a fall 2022 resident fellow at the Harvard Kennedy School Institute of Politics, and was on the business school faculty at the University of Texas at Austin. She has served on the boards of the Health Care Cost Institute, Ignite Health Foundation, and the University of Texas McCombs Alumni Association.

Attendee Eligibility

Attendee registration for this event is exclusively for long term care and post-acute care providers. Registration and attendance for companies and individuals who sell or market products and/or services to provider organizations is limited to sponsorship opportunities. AHCA/NCAL reserves the right to grant final approval for all registrants to attend this conference.

Registration Rates

Deadline: Thursday April 2, 2026

  • Additional Provider Member from the Same Facility: $500
  • State Executive/State Affiliate Staff: $350
  • Non-Member Provider: $1050

​Substitutions
Substitutions will be allowed up to five (5) calendar days prior to the conference.  Conference registration changes and/or substitutions must be made by contacting the Quality Summit Registration Support Center. 

Cancellations/Refunds
Cancellations received on or before Thursday, April 2, 2026, will be refunded minus a $75.00 administrative fee. Any change or cancellation must be made in writing. Refunds will not be issued after Thursday, April 2, 2026. Refunds will be processed within five (5) days following the end of the conference. Refunds or credits will not be made for no-shows.
 
Conference Attire
Business casual attire is suitable for all meetings, sessions, and receptions. Please remember to bring a sweater or jacket for air-conditioned rooms.

Convention Management Resources Inc. (CMR) is AHCA/NCAL’s official registration and housing company. Please register and make your hotel reservation online. Conference registration is required to secure your hotel reservation.

The Baltimore Marriott Waterfront sits in the heart of Harbor East — a walkable waterfront neighborhood where you can stroll the promenade, enjoy James Beard Award-winning restaurants, browse boutique shops, or take a short walk to the Inner Harbor and historic Fells Point. It's the perfect home base for three days of learning and connection.

Registration online is quick and convenient, and you will receive immediate confirmation. All attendees must be registered for the event before a hotel reservation can be made. You can reserve your hotel at the same time when registering online.

The AHCA/NCAL Quality Summit/Population Health Management Summit hotel block is sold out. If you are still in need of a room, you can book directly with the Baltimore Marriott Waterfront at their prevailing rates. 

Alternatively, the Four Seasons Baltimore is across the street, and the Courtyard by Marriott Baltimore Downtown/Inner Harbor is two blocks away, a 3-minute walk. Please note that these are not official conference hotels and only suggested for their convenient proximity.

The closest airport is Baltimore/Washington International Thurgood Marshall Airport (BWI), which is 12 miles away. The approximate cost for a taxi is $30-40 one way.
